Philip B. Mainer, 62, was arrested Wednesday. The move followed the investigation of a complaint filed five days earlier with the Kingsport Police Department.
According to KPD records, a woman called officers to the 100 block of W. Sevier Ave. She then reported that a man who lives in an apartment, Mainer, keeps a cage set up to catch animals.
Last Friday, according to her account, she and a man watched Mainer catch a cat, then shoot it five or six times with a BB or pellet gun. Witnesses were not sure how he disposed of the animal, according to police records, but Mainer then placed the empty cage in a garage behind his residence.
The witnesses reportedly tried to contact the cat’s owner, believed to be a neighbor, but were unable to do so. They also said they confronted Mainer about the incident.
He allegedly told them he “didn’t want to hurt the cat, but when he tried to let it out it was mean.”
Police were unable to locate Mainer at the time the report was filed or the next day. This week he was located, interviewed and subsequently arrested.
KPD Public Information Officer Tom Patton says investigation by detectives was able to “substantiate the claims of animal cruelty.” He declined to elaborate on the case at this time. Meanwhile, the allegedly dead cat has not been located.
